Between the promise and the labyrinth: virtual assistants, digital bureaucratic burden and cloud sovereignty

The objective of this article is to analyze the political and institutional implications of the implementation of Boti (Buenos Aires City Government) and Tina (National Government) as interventions in the foundational compacts of the modern state. From a qualitative multiple case study perspective, the frameworks of Oszlak, Lipsky, Srnicek, and Bratton are articulated with documented dialogue flows, the 2023 AGCBA Report, and an interview with specialist Carolina Martínez Elebi. Results show that these systems reproduce pre-existing bureaucratic fragmentation under a conversational interface. The article concludes with the emergence of a corporate digital leviathan that subordinates state governance to the logic of platforms.
