Digital media in lawmaking in Argentina. Impact of new technologies and web petition platforms

The Argentine Constitution allows citizens to propose laws through popular initiative, yet only two have been enacted this way in 24 years. In contrast, between 2013 and 2018, technologies such as Change.org generated 11 legislative proposals, eight of which were enacted (two vetoed) and three remain pending. This highlights the outdated nature of the constitutional mechanism compared to the influence of the Internet and the global action of civil society online. The research examines how Change.org drives national legislation from citizen petitions, using quantitative and qualitative methods, source analysis, and interviews, concluding that modernizing popular initiative is necessary to expand citizen participation.
