Ends, means and enclosure acts in Open Access
a perspective after 20 years of Budapest

This articles offers a brief reflection on the recommendations of the Budapest Open Access Initiative (BOAI) in its 20th anniversary is offered. Particularly, in relation to the Open Access objectives: a means to an end like equity, quality, utility and sustainability. In this reflection on the Open Access’ ends and means, new approaches are also addressed, such as the promotion of the publishing model based on publishing or processing charges (APC) and the “transformative” agreements for regions like Latin America and, in general, the Global South.
